CASE STUDY :
STRATEGIC POLICY & RESOURCE MOBILIZATION
Project: Strategic Funding & Compliance for the Soundscape Art Laboratory
Location: Santiago, Chile
Framework: Chilean Law No. 18.985 (Cultural Donations)

THE CHALLENGE
As the Director of Strategic Initiatives for a specialized sound art corporation, I faced a significant barrier to growth: the high technical complexity of the Chilean Cultural Donation Law. While the law offered substantial tax benefits, private sector donors often found the bureaucratic requirements and legal jargon heavy and inaccessible.
Furthermore, Sound Art was a niche field that required a clear, value-driven narrative to align with corporate social responsibility (CSR) goals.
THE STRATEGIC APPROACH
I acted as the lead architect for our institutional development by simplifying the legal and fiscal process for potential stakeholders through a three-step methodology:
-
Legal Synthesis: I translated Article 8 of Law 18.985 into a clear financial value proposition for donors: an immediate 50% tax credit against their First Category Tax, with the remaining 50% classified as a deductible expense.
-
Narrative Transformation: I reframed our technical research and experimental compositions—led by a small team of musicians and researchers—as Heritage Preservation and Digital Innovation. This shifted the focus from abstract art to a project of national cultural significance.
-
Institutional Compliance: I managed the end-to-end application process through the Public Donations Rating Committee. This involved drafting technical legal documentation and ensuring our projects were successfully listed in the National Approved Project Bank.
THE RESULTS
-
Secured Sustainable Funding: By providing pre-drafted legal summaries and clear tax-benefit roadmaps, I reduced administrative friction, leading to successful partnerships with private sector donors.
-
Operational Transparency: I established a rigorous internal system for issuing Donation Certificates (Certificado N° 40), ensuring all donors remained in full compliance with Chilean Internal Revenue Service (SII) requirements.
-
Proof of Concept: This project proved that heavy technical research can thrive when bridged by a strong, accessible narrative strategy.
